Belgian teachers are paid much more than American teachers, so they get the best. We spend too much money on stuff (flashy buildings etc) and not enough on good staff. when you don't pay teachers well, you get the bottom of the barrel. If you pay well you get talented people. So money is an answer but not the only one.

I've never seen a comparison of white Americans test scores with people in those countries. I would really like to see that.
