i wonder when blazblue 3 is coming out, but i am just going to guess that it is going to take a long time, since the entire setting changed from Kagusutchi to Ikagura, does allowing us to not use the old stages anymore. Not only that, they will have to add few more characters and a well developed story for each one of them before they could release it. SO my guess is that Blazblue 3 won't come out for a while
